As a concerned citizen of the world, I am deeply fearful that the first
casualty of any war in Iraq will be human rights.
As the Head of Government of a country which is considering
participation in military action in Iraq, I strongly urge you to uphold
your responsibility to ensure adherence to human rights obligations under international law.
In order to ensure protection of civilians and all who would be affected
by war, I call for your public answers to the following questions:
- What measures have been put in place to ensure strict adherence to
international humanitarian law during war?
- Can you provide assurances that inherently indiscriminate weapons will not be used?
- What mechanisms will be put in place to ensure that civilian detainees are treated fairly and humanely, and that the rights of combatants are fully respected?
- Can you explain what is being done to ensure that the security and
humanitarian needs of the Iraqi population are fully met?
- How will you ensure protection and assistance for refugees and people displaced by the conflict?
- What is your approach for bringing perpetrators of crimes to justice
under international law?
- Are you prepared to use the services of the International Humanitarian Fact-Finding Commission to investigate serious violations of the Geneva Conventions?
- Will you support and facilitate the deployment of human rights
monitors throughout Iraq once the security situation permits?
- How will you support the UN in carrying out humanitarian and human
rights responsibilities?
I urge you to publicly disclose the measures your government has put in place regarding the above points.
